the task is to generate a momentary (0.2 sec) relay open-circuit whenever a momentary switch is either opened OR closed...in other words dual or bi-slope triggering. the complicating factor is to holdoff successive rapid re-triggers so that the 0.2 sec output events have a gap of and additional 0.2 sec so the secondary circuit can recognize the individual events.
