these two chips are connected together to perform 8 bit serial data transmission, one can easily understand by using this circuit how serial data transmission works
there are serial protocols in microprocessors and controllers like spi, i2c, uart etc etc all these protocols circuitry is depend upon such type of shift registers
74hc 165 helps to load parallel data and 74hc595 take that parallel data serialy from its serial in pin and Shift on parallel outputs Qh is further use to cascade multiple such chips together
