In India, a Look Out Circular (LOC) is a circular issued by the authorities to prevent a person from leaving the country or to track their movement when they are travelling abroad. An LOC can be issued by any law enforcement agency, such as the police or the Enforcement Directorate (ED), if they believe that a person is involved in a criminal offense and is likely to flee the country to avoid arrest or investigation.

The LOC contains information about the person, including their name, photograph, passport details, and a brief summary of the offense they are accused of. It is circulated to all the airports, seaports, and border check-posts across the country, and the immigration officials are instructed to detain the person if they attempt to leave the country.

The LOC can be issued by the following authorities, collectively known as “originators”:
a) Superintendent of Police
b) District Magistrate
c) Joint Secretary of State

An LOC can only be issued in case the offender has committed a cognizable offense and remains valid for a period of one year, until extended.

The issuance of an LOC is a serious matter, and it can have far-reaching consequences for the person involved. It can affect their travel plans, job prospects, and reputation, and can also result in detention and deportation if they are found to be violating the terms of the circular.
