For decades, the United States has been renowned as the land of opportunity, attracting newcomers who seek to live, work, study, and establish permanent residency. Currently, approximately 45 million foreign-born individuals, accounting for around 14% of the population, call the US their home. Canada, too, has emerged as a highly sought-after immigration destination. In 2021, Canada hosted over 8.3 million foreign-born residents, comprising nearly a quarter (23%) of its population.

Canada annually releases an Immigration Levels Plan that outlines the number of immigrants to be welcomed into the country. The plan encompasses various immigrant categories, such as economic, family, and humanitarian programs, and extends over a three-year period. In its recently announced Immigration Levels Plan for 2023-2025, Canada intends to raise its immigration targets significantly. The plan aims to welcome 460,000 immigrants in 2023, 485,000 in 2024, and 500,000 in 2025. The focus of the plan lies in attracting skilled workers to address labour shortages, prioritizing family reunification, and providing support to vulnerable populations worldwide through refugee resettlement efforts.

In 2022, Immigration, Refugees and Citizenship Canada (IRCC) admitted over 437,000 immigrants to Canada. Among these, 56% entered under economic pathways, such as Express Entry and Provincial Nominee Programs (PNP), while family class immigrants constituted 24% of admissions.

The primary countries of origin for Canadian permanent resident immigrants include India, China, Afghanistan, Nigeria, the Philippines, and France. Conversely, in 2016, the US welcomed more than 1,100,000 lawful permanent residents (LPRs) into the country. However, in recent years, this number has significantly decreased, with just over 700,000 LPRs admitted in 2020 and 740,000 in 2021. Factors contributing to this decline include government policies, processing delays, and the impact of the COVID-19 pandemic.

Relative to the United States, Canada welcomes approximately three times more immigrants per capita. The United States operates under the Immigration and Nationality Act (INA), which governs its immigration policy. The INA allows for the granting of up to 675,000 permanent immigrant visas annually across various visa categories. Additionally, the Act places no limits on the admission of spouses, parents, and children under 21 years of age who are US citizens. Furthermore, the US Refugee Admissions Program admits a specific number of refugees each year.

The US offers multiple pathways for immigrants with valuable skills to enter the country, either on a permanent or temporary basis. It provides more than 20 types of visas for temporary non-immigrant workers. In terms of permanent employment-based programs, the US annually restricts the number of immigrants to 140,000.

While an unlimited number of visas are available each year for the immediate relatives of US citizens who meet the eligibility criteria, the family preference system has a limited number of visas. This category generally encompasses adult children, siblings of US citizens, and spouses and unmarried children of permanent residents.

The primary countries of origin for US permanent resident immigrants are Mexico, China, India, the Philippines, the Dominican Republic, and Cuba. Lawful permanent residents (LPRs) in the US are authorized to permanently reside in the country, accept employment offers without restrictions, own property, receive financial assistance, and join the Armed Forces.
