This is all true as of Path of Exile 3.16 Scourge League.
So TL:DR
Conc Effect - really bad for any skill that overlaps except when it's not.
Elemental Focus - Ailments/Alt ailments are good, so is combustion.
Blastchain Mine - Bad high impact
Petrified Bloods - need to be tanky first
Hypothermia - Good, need chill
Barrage - just use the skill.
Controlled Destruction - Not for use with EO
