Debunking the Myths about Conditional Cash Transfers - Public Lecture by Dr Tracy Fenwick

In this public lecture, Dr. Fenwick will discuss the policy development and evolution of conditional cash transfer programs from Brazil and beyond. Conditional Cash Transfer Programs (CCTs), which have been modelled after Brazil’s successful Bolsa Familia and the lesser known Mexican variant, Progresa/Opportunidades, have become the policy instrument of choice by International Financial Organizations, Development Agencies, and Domestic Governments to alleviate poverty in the developing world. With the goal of debunking some of the common myths and misconceptions surrounding this social program, this seminar promises to provide a lively debate.

Speaker:
Tracy Fenwick completed her doctorate in Politics at St. Antony’s College, University of Oxford, U.K. in 2009. She holds a M.A. in Comparative Politics and a B.A. in Latin American Studies and Economics from McGill University, Canada. Her research interests include international poverty alleviation strategies and the impact of federalism and decentralization on social policy development in Latin America. Her research was recently published in the Latin American Research Review (2009) and in a special issue on ‘Subnational Authoritarianism and Democratization in Latin America’ in the Journal of Politics in Latin America (2010), and is forthcoming in Global Social Policy. Tracy has been a visiting researcher at the Universidad de Buenos Aires (UBA), the Universidade Federal da Bahia (UFBA), and at the Fundacão Getulio Vargas (FGV-SP). From 2003 to 2004, Tracy was a young professional with the Canadian Foundation for the Americas (FOCAL) based at FLACSO in Santo Domingo. During this time she conducted field and survey research along the Haitian/Dominican border. At ANCLAS, Tracy will be teaching Development in Latin America (POLS2095).
