The announcement of the latest Union Public Service Commission (UPSC) Civil Services Examination results has sparked an important debate about reservation and representation within the Scheduled Tribe category.
According to discussions circulating in public discourse, out of 73 candidates selected under the ST category, around 25 to 30 candidates are reportedly from the Meena community, which would amount to roughly 34% to 41% of the ST selections. This statistic has raised questions among many observers about representation within the ST reservation system.
The Meena community is a Scheduled Tribe group primarily concentrated in Rajasthan and some neighboring states. Over the years, the community has seen significant participation in government services and competitive examinations.
Some analysts and commentators argue that if a single community is receiving a large share of benefits within a reserved category, then the government may need to evaluate whether reservation benefits are reaching all sections of the Scheduled Tribes equally.
This discussion has revived the long-standing policy debate about the “creamy layer” concept, which currently applies to the Other Backward Classes (OBC) Creamy Layer reservation system. Under this rule, economically and socially advanced individuals within the OBC category are excluded from reservation benefits so that the advantages reach the more disadvantaged members of the group.
Some policy experts believe a similar principle could be discussed for SC and ST reservations to ensure that benefits reach the most marginalized communities within those groups. However, this idea remains highly debated and sensitive.
It is important to note that reservations for Scheduled Castes and Scheduled Tribes were introduced as part of India’s constitutional framework to address historical discrimination and social exclusion. These provisions were shaped by the vision of leaders like B. R. Ambedkar, who aimed to create equal opportunities for historically marginalized communities.
Currently, the creamy layer rule does not apply to SC/ST reservations, and any change to this policy would require major legal and political discussion at the national level.
