Rowbotham is accused of choosing to use her baby stroller for theft, rather than for her child. Walmart staff reported witnessing her putting clothes, accessories, and other items inside the stroller as she “shopped.” The Lake City woman is charged with retail theft and contributing to the delinquency of a child.
