Lift-based blades seem to work the best. I took glider wings from last year's flying event and made them into wind blades. They are extremely light and with the correct pitch can reach very high voltages. My recommendation is to sand very light balsa into an airfoil and look for the correct pitch. Remember to curve the ends to achieve maximum area.
The six designs I have shown had many iterations in between.

EDIT:
I realized that the best design is actually drag-based blades made from stiff plastic that is extremely close to flat. It can be about 3-5 cm wide, very thin (1-3 mm), and have an tiny curve (between 1 and 5 degrees). The most important factor at these small scales is air resistance as the turbine spins, hence these blades will have a very small curve and be made from extremely thin material. Also, the two sides of the CD should be exactly the same weight, as any imbalance will impede on the max speed.
This design will take a while to start spinning quickly (due to the small incline), but the end speed will be much, much higher.
