Uploading this not just in case it helps someone but also as a personal reminder. I wasted time blaming the 3.3V amplitude of the PWM signal thinking it being a high voltage servo it would need 5V or more. Even added a MOSFET the switch the battery voltage and boost the PWM amplitude with obviously no effect.
I haven't looked at the mbed nano33BLE section of the servo library code to check if it uses built in PWM or interrupts. However in my case there are interrupts disturbing the timing of the PWM output to the servo.
