To fly in frozen Wilds you need to have the frontier justice quest active. Go through the quest as normal until you get to the top of cloud-shear. Do NOT go to meet Inatut on the cliff. Instead cross the last frozen tree. call a mount by whistling almost as soon as you get off the tree then launch off the cliff by the rappel point. Stay in the middle of the canyon and avoid higher areas...or you become stuck. Enjoy the view and take lots of pics
