Is Carpet Better for the Floor in a Home Theatre / Listening Room?

Carpet? Short answer is that it works okay if that's all that you can do. If it's thick enough, it will take a lot of the echo out of a room and improve the sound. Even though it only works with the higher frequencies, It's effective because there's so much of it.
The problems start when you want to take that improvement in sound quality to the next level. As you add proper acoustic panels that absorb a wider range of frequencies, along with the highest frequencies, you will reach a point where too much of the high frequency energy is being absorbed and the room will start to sound too dead. This is especially true if you do any treatment on the ceiling, for example mounting panels above the speakers and listening position.
In my room I put a lot of time and effort into acoustically treating the room and carpet will actually be detrimental to the outcome. Carpet will absorb the highest frequencies that I'm trying to preserve in the room to give it a more lively feel.
