Paine argues that regimes fall or survive based on how power is organized and enforced, not on slogans. Stalin understood this instinctively. While Trotsky fought with ideas, Stalin captured institutions.
This is Paine’s core insight in action: authoritarian strength comes from internal coherence, not popular enthusiasm. Stalin neutralized rivals not by force first, but by making opposition illegitimate. To oppose him was to oppose Party unity itself.
The same logic applied internationally. At Tehran and Yalta, Stalin didn’t win because of tanks alone. He won because he understood democratic psychology. Roosevelt needed narratives. Churchill needed legitimacy. Stalin traded words for territory, knowing liberal systems are constrained by public opinion while authoritarian systems are not.
But Paine also warns: systems built on fear suffer negative selection. Loyalty replaces competence. Information rots. Decision-makers lie upward. Stalin’s fatal error—misreading Hitler—was not moral blindness but systemic distortion. He believed rational actors behave like rational authoritarians. Hitler did not.
In the end, Stalin was killed by his own system. Guards feared acting. Doctors feared intervention. Power organized around terror cannot adapt fast enough to save itself.
This is the Paine lesson: systems matter more than personalities.
And systems built on fear always collapse inward.
