STORYLINE:
Polish prime minister Donald Tusk said Tuesday he was more “cautious than optimistic” after the Berlin Ukraine summit, calling Russia’s reaction “a little bit discouraging”.

Tusk spoke at the Eastern Flank Summit in Helsinki where heads of government from Sweden, Estonia, Latvia, Romania, Finland and Poland are set to discuss threats to European security.

Tusk said the “real success of Berlin” was the fact that “finally the United States, Ukraine and Europe are on one side, on the same side of the table.”

U.S-led peace efforts appear to be picking up momentum.

But Russian President Vladimir Putin may balk at some of the proposals thrashed out by officials from Washington, Kyiv and Western Europe, including postwar security guarantees for Ukraine.
