Concord, New Hampshire: An Arizonaesque anti-immigrant bill, HB644, would have required people suspected of being undocumented immigrants to prove their residence or face indefinite incarceration. The bill would have also penalized businesses who employ immigrant labor, and created a chapter in NH statute titled, "Illegal Aliens", in defiance of the NH Constitution's prohibition on creating classes of humans. The sole testimony in support of the bill at the Feb 17 hearing came from the sponsor, Rep. Robert Huxley of Greenville.
In a rare but not unprecedented motion, Rep. David Welch of Kingston suggested to end the hearing before many had an opportunity to speak, given the fact that all remaining testimony was in opposition to the bill. A unanimous 13-0 vote for ITL/Inexpedient to Legislate was then approved by the committee. On March 2, the full house vote affirmed the ITL, thus sealing the fate of HB644.
