Because many didn't desire full surgical/medical transition, "transgender" was introduced. Genderqueer entered vocabulary in early nineties (person who feels outside binary, between male/female). Non-binary appeared decade later. Both carry similar meanings, often used interchangeably. Genderqueer has political connotation (stance against gender system), non-binary is apolitical (statement of identity).
