Welcome to Accountability Analysis where we cover each person involved, my first impressions and my opinion of their part in what happened to me and my home. We name each individual involved and show the documented evidence that demonstrates how systemic the issues were for this ordeal to unfold. In this pivotal episode of Accountability Analysis, the fight escalates from the contractors to the so-called "independent" oversight. We expose Nathan Smith—the Shameless Self-Sarding Smith—an RICS surveyor who works for TFT, the sole surveyor firm employed by Heathrow for ALL its schemes, including VIPS. This relationship proves TFT is part of the corporate infrastructure, not an independent auditor.
We break down Nathan Smith TFT's most audacious assertion: repeatedly telling the homeowner about the legal requirements for roof insulation (Part L of the Building Regulations) not being a legal requirement in the scheme and claiming that the NFRC provides Building Control sign-off depite the non-compliance with Building Regulations.
Legal Learning for the Viewer: The Competent Person Scheme (CPS) Lie

CPS vs. Building Control: A CPS installer (like those under the NFRC/CompetentRoofer scheme) can self-certify that their work complies with certain Building Regulations (like replacement roofs) without you needing to apply to the Local Authority Building Control (LABC).
The Crucial Limitation: The CPS only covers the work defined by the scheme. If the work requires compliance with additional parts of the Building Regulations—such as Part L (Insulation) for a structural change like a full roof replacement—and the CPS installer fails to comply or notify, the statutory responsibility reverts to the Local Authority Building Control.
The VIPS Lie: Nathan Smith's claim that the NFRC simply "signs off" the whole house is a lie designed to confuse homeowners and shield the VIPS from LABC scrutiny.
