In a mass casualty incident, patrol officers can’t wait for scenes to become safe. They move forward while conditions are still unstable, making decisions that directly affect who lives long enough to receive advanced care.
That reality changes what preparedness looks like. Entering the warm zone, moving toward the threat, and treating the wounded all happen at the same time. Medical care is no longer a follow-on task. It’s part of the initial response.
TECC skills matter most in those first minutes. Hemorrhage control, airway management, casualty movement, and medical decision making under fire are what bridge the gap between stopping the threat and keeping victims alive until EMS can move in.
