now, there is also a proposed alternative of a "synthetic CBDC" where the digital currency itself is the liability of a private sector payment service provider that is just matched with central bank funds, maybe in the form of a stablecoin. However, differences in the liquidity could pose difficulties and a series of trade-offs that would be necessary to investigate further.
