A "Special Use Voucher" (SPV) refers to targeted housing assistance for specific low-income groups like veterans, the disabled, or youth, operating under HUD rules but separate from standard vouchers, or it can refer to new state-funded education vouchers, like Texas's new universal program, providing funds for private school or educational expenses for eligible students. Both types serve unique purposes, with SPVs helping with housing and new education vouchers covering schooling.
Housing Special Purpose Vouchers (SPVs)
Targeted Assistance: These vouchers are set aside for specific populations, including homeless veterans (VASH), non-elderly disabled individuals, and foster youth aging out of care (FUP).
Similar Rules: They generally follow the same rules as the standard Housing Choice Voucher (Section 8) program but address unique needs.
Examples:
VASH: For veterans, linked with case management from the VA.
FUP: For youth aging out of foster care, with time limits on assistance.
Section 8 preferences are criteria local housing authorities (PHAs) use to prioritize applicants for the Housing Choice Voucher program, giving faster assistance to those with greater need, such as the homeless, elderly, disabled, veterans, families paying a high percentage of income for rent, or those living/working locally. These preferences aim to direct limited resources to the most vulnerable, significantly reducing wait times for those who qualify, but specific preferences vary by PHA.
Common Section 8 Preferences
Homelessness: Families experiencing homelessness or at risk of it.
Disability: Individuals or families with a person with a disability.
Elderly: Individuals typically over 62 years old.
Veterans: Veterans or their families.
Local Ties: Living or working within the PHA's jurisdiction.
Substandard Housing: Living in housing that is unsafe or unhealthy.
High Rent Burden: Paying over 50% of income for rent.
Displacement: Involuntarily displaced families.
Extremely Low Income: Families at or below 30% of the Area Median Income (AMI).
Mainstream Vouchers: For non-elderly disabled individuals.
