The BDPA Legacy™ is a documentary series curated from 1975 for BDPA's Golden Anniversary milestone and beyond. This docuseries features untold stories of an association of professional "Black Computer People", as described by Dr. Jesse Bemley, co-founded in Philadelphia as "Black Data Processing Associates" in 1975.
Season 2 • Episode 3 (PART - I) — PERRY CARTER
Chapter 12 of "The BDPA Story"
Mr. Perry Carter, National BDPA's Past President, is a distinguished executive, visionary, and long-standing leader within BDPA (formerly known as Black Data Processing Associates). His history with the Association spans 40-plus years, beginning in 1983 when he co-founded BDPA's Temple University Student Chapter with the late Juan Noyles shortly after hearing a 30-second radio spot on 105.3 WDAS FM from BDPA's Philadelphia Chapter.
As a pioneer in the Association’s all-volunteer digital landscape, Carter served as the Chief High School Computer Competition (HSCC) Judge during #BDPACON in 1987. In the late 1980's, Carter honorably served as a Data Systems Officer in the United States Marine Corps where he was an active member of BDPA's Greater Washington, D.C. Chapter (BDPA-DC) and the National Naval Officers Association's (NNOA) Washington, D.C. Chapter.
From Northern Virginia and Washington, D.C., he coached local Joint Educational Facilities (JEF) and BDPA Student Member coding teams using Prolog, a programming language for Artificial Intelligence (Ai). Students demonstrated their #Ai model of Black teenagers' shopping habits at local malls during BDPACON, the Association's 1990 National Technology Conference in Washington, D.C. Carter also served as the Conference Chair and founded I+Plus Magazine in 1990.
Carter was the Association's first national webmaster. With Silicon Graphics (SGI), Bell South, Metters Industries, Inc., and US Black Online as mission partners, BDPA migrated to the World Wide Web (WWW) from its bulletin board system (BBS) networks successfully launching bdpa.org during BDPACON in 1996. In 2007, Carter launched bdpatoday® (ISSN 1946-1429) and bdpatoday.com, in 2009 he helped secure initial funding for the launch of BDPA's Oracle Scholars Program from the co-president and director of Oracle.
Carter has secured over $1 million in STEM grant funding, scholarships, and sponsorships for local BDPA Chapters. He co-founded BDPA's Huntsville, AL Chapter; co-sponsored new charters for BDPA Baltimore, BDPA Hampton Roads, and BDPA Northern Virginia; has held executive, operational, and FED/SLED government relations roles at local, regional, and national levels with BDPA.
Professional engagements with contract wins and performance award success stories across Aerospace and Defense industries include CxO, Directorships, and consulting roles with government, large and small businesses, and trade associations—CSC, Perot Systems, Tec-Masters, Premier Enterprise Solutions, LLC, Information Technology Association of America (ITAA) [CompTIA], and the Intelligent Transportation Society of America (ITSA).
This docuseries also features interviews with the Association's unsung heroes, new vignettes, and special programs covering the journeys of technical professionals, tech organizations, and explosive growth of multi-trillion dollar tech industries along with the rapid emergence of monetizing "Black Data", and the rise of an influential "Black Digerati" voting block.
Re-branded near the turn of the century as "BDPA", the association's mission has remained unchanged since its inception. BDPA™ promotes computer and data science career awareness, emphasizes tech inclusion across the industrial base, and remains committed to upskilling today's workforce for tomorrow's innovations.
Today, through advocacy and philanthropy, BDPA's professional networks of chapters and mission partners continue to serve their respective communities as impact centers of excellence for mentors, coaches, role models, and protégés.
