The bill introduces a 90:10 funding pattern for select States, shifting greater financial responsibility to State governments.
• Normative Allocation System:
The demand-driven funding model of MGNREGA is replaced by fixed central allocations for each State.
• Seasonal Pause in Works:
States are permitted to pause employment works during peak agricultural seasons for up to 60 days, prioritising farm labour availability.
• Viksit Gram Panchayat Plans:
A top-down planning framework is introduced, integrating village-level projects with national priorities such as water security, infrastructure development, and climate resilience.
