It's fairly common for the tilt steering function to get seized on the large frame Olivers such as the 1850. It can be lack of use, or maybe the battery leaked and corrosion got the best of it. In Clifford's case, I think it was lack of use, but I want it to work. The video hope fully will give you and idea of how to fix it, or even let you realize you'd rather pay someone else to do it.
