Pavement parking via ped crossing

Driver behaviour can be pretty erratic here at the best of times. I didn't notice at the time but the driver does actually signal as he turns via the ped crossing onto the pavement to park (presumably - I did not stick around to watch). I was not impressed. I was even less impressed when I read up a little around the rules on this.
Highway Code Rule Rule 244: "You MUST NOT park partially or wholly on the pavement in London, and should not do so elsewhere unless signs permit it. Parking on the pavement can obstruct and seriously inconvenience pedestrians, people in wheelchairs or with visual impairments and people with prams or pushchairs."
Why London should be any different to anywhere else I do not know. As this is not London, the driver is only permitted to park on the pavement if signs permit it. I'm not aware of any such signs but did not stop to hunt around for them.

Highway Code Rule 64: "You MUST NOT cycle on a pavement." (Maximum penalty £500) [NB Drivers who tell cyclists to "get off the road" (or similar), take note: you are inciting the cyclist to commit a criminal offence. The cyclist has to share the road with you - and you with the cyclist].
Parking on a pavement involves driving on a pavement (as seen in the vid). Why the different treatment of driving and cycling? Infuriating.
