On 27th, May, 2026, the Supreme Court has delivered its verdict on the Special Intensive Revision (SIR) exercise undertaken in Bihar ostensibly to clean up the electoral rolls. The apex court upheld the validity of the exercise despite the arbitrary procedural irregularities and the implications on the principle of Universal Adult Franchise (UAF), guaranteed in the Constitution after a long-drawn struggle for independence from the colonial rule.
NAJAR organised a webinar on 30th May, 2026, featuring: Mr. Prashant Bhushan and Shadan Farasat — two of the many counsels who argued challenging the legality of the SIR exercise before the Supreme Court; Ms. Darshana Mitra, Asst. Professor at NLSIU who also runs a Citizenship and Immigration Law Clinic, to provide legal assistance to individuals excluded through the CAA-NRC process in Assam as well as those excluded from the Final Electoral List during West Bengal SIR; and Sarfaraz, the General Secretary of PUCL, Bihar, who supported marginalised individuals and dealt with many on-ground issues arising out of the Bihar SIR process.
Do watch for a critical understanding of the SIR exercise conducted in Bihar from multiple perspectives.
