You need adhesive to make and upgrade your weapons in fallout, it can be scarce around the wasteland. If you follow this guide you'll never run out!
In the video I do this at Sanctuary, but I would put these farms at any settlements with water (even without, if you connect all your settlements up you can access water from any of them.
