Where do you suppose they came from?
All of the Phantom barks are distorted versions of lines from various other NPCs in the game. The majority are from Mathias Kohl, Austin Cool, Hunter Hale, Robert Gage, and Alfred Rose.
It's hard to make out the lines in the game because they're layered with static and various sound effects.
