For pretty much the entirety of its existence Phoenix Strike, and charge assassins in general, have been mediocre - in 2.4, that changes, and now the Phoenix Strike assassin is finally fun to play in Diablo 2, without the need for a mod. And when combined with Dragon Talon, Phoenix Strike becomes a tool for a cacophony of destruction.
