The University Grants Commission (UGC) has notified the Promotion of Equity in Higher Education Institutions Regulations, 2026, replacing the 2012 advisory framework with binding compliance for all colleges and universities. The new rules follow Supreme Court scrutiny over the previous regulations and mandate every institution to set up an Equal Opportunity Centre and an Equity Committee to handle complaints and promote inclusion.
The rules also establish an online complaint portal and an Equity Helpline. Committees must include members from SC, ST, OBC, persons with disabilities, and women. Controversy surrounds the definition of caste-based discrimination, with some arguing it only protects SC, ST, and OBC students, and critics demanding safeguards for general category students. The government assures that the rules will not be misused and all actions will remain within constitutional limits.
