Former Bulacan district engineer Henry Alcantara has implicated Senator Joel Villanueva to the flood control kickback scheme in Bulacan.
After initially denying any knowledge of the anomaly, Alcantara testified before the Senate on Tuesday that Villanueva and other lawmakers were involved. He admitted personally delivering ₱150 million to a Bulacan resthouse for one of Villanueva’s staffers, identified only as “Peng.”
