There is a nearly-free shuttle that runs from the Santa Barbara cruise terminal area to downtown SB up State Street. It was 50 cents per person, or 25 cents if you were a senior. It is not a trolley, does not go very fast, doesn't hold a lot of people, so waits can be up to 15 minutes. But it could get you certainly within walking distance of the Mission.
