First Nations Citizenship, Membership & Belonging: NAISA Panel
This is the video of our panel discussion about First Nations citizenship, membership and belonging in Canada that was originally created for the NAISA 2021 Conference. The Conference is now over and since we've received so many requests to share the content publicly, it has been uploaded with permission of all the panel participants.
NAISA is the Native American and Indigenous Studies Association - the largest scholarly organization that engages Indigenous issues and communities.

Panel Abstract:
This roundtable offers critical insights into the ways in which Indigenous peoples in Canada - specifically First Nations - have exercised control over determining membership in their communities. In 1985, the Canadian government amended the Indian Act in such a way that afforded First Nations control in determining their membership. Touted as a form of self-government, “section 10” of the amended Act enabled First Nations to write membership codes with very few restrictions; more than 220 did so (~37%).
However, while section 10 has been celebrated by some, it has actually been problematic for many: codes were often written in ways that maintained the Indian Act’s constructions of Indigeneity, while others introduced Indian blood quantum requirements when there was no obligation to do so. Now more than three decades later, the problematics of section 10 are coming fully into view, and all is not well.
Using a conversational format, our panelists unpack section 10’s impacts on:
(a) the balance between the right of Nations to choose their citizens and the right of citizens to belong;
(b) exclusion and its impacts on individual health;
(c) reproducing heteropatriarchy in membership decisions, and
(d) Indigenous identity formation.
