This is question 2 and is about proportionality when applied to a recipe. Here we are given the amount of ingredients required to make 15 biscuits, and we are asked how much flour we will need to make 60 biscuits. The second part of the question asks us to work out if we have enough money to buy the butter required for 60 biscuits, given the price and weight of one pack of butter.
