You can turn this setting on for Single player games @ Create or Resume Game -- Game Rules -- Structure -- Disable Structure Placement Collision (make sure its turned ON ). Unofficial servers, you will need to contact your server host but if you rent your own Nitrado server, you can turn on Collision in your server settings @ General -- Settings -- Structure -- Disable Structure Placement Collision (make sure the box has a check mark).
