“If the differences are caused by British colonialism, we would expect the difference to be consistent all across the border, because British colonialism is all along the border. And it would be lower on the French side. If it’s caused by missionaries, we’d expect more education in the southern area, but not in the northern area relative to France. And that’s what we find.”
The African country of Togo provides a striking case study. Originally a German colony, it was divided after World War I between Britain and France. The western half later became part of Ghana, while the eastern half remained under French control.
The key difference:
The French largely restricted Protestant missionaries.
The British allowed missionaries - but limited them geographically, especially in northern Muslim regions.
If colonial policy alone explained educational outcomes, we would expect consistent differences across the entire border. But the evidence shows something more specific: higher education levels in regions where missionaries were active.
Protestant missionaries were not perfect - but in many cases, they made a measurable difference in literacy and education.
