You might actually be able to win sooner with Grit, I didn't really test it, and I've seen some cheeky HQ captures within 9 turns to win this in less than 20.
Be aware that Sonja's COP and SCOP reduce YOUR units terrain stars, so Sami also gets the benefits while Sonja's COP's are active.
Disclaimer: THESE ARE NOT OPTIMAL STRATEGIES! Others have absolutely hyper-optimized these levels to be done in as few of turns as possible, though many of them are RNG reliant. Go check out dxdydzd and the others if you're more interested in that!
