In the February 2026 parliamentary debates, AAP MP Raghav Chadha raised concerns over high government job application fees collected from millions of unemployed youth despite very limited vacancies. He questioned the ethics of taking money from nearly 1 crore applicants when only a small number secure jobs, calling it a form of financial burden on job seekers. Chadha also asked whether the collected fees are being used for government expenses and suggested that candidates who are not selected should receive a refund.
He further pointed out a growing credibility crisis in recruitment, especially when examinations are cancelled due to paper leaks or administrative mismanagement. At present, fee refund policies differ across recruitment bodies. The Railway Recruitment Board (RRB) offers partial refunds to candidates who appear for exams, while states like Assam have introduced refunds in certain recruitments. However, agencies such as UPPSC generally keep application fees non-refundable, whereas the Odisha Public Service Commission (OPSC) has introduced full refunds for candidates who attend all papers in the first stage.
Critics believe collecting large sums from unemployed applicants is unfair, while the government and its supporters argue that application fees are necessary to cover examination logistics, staff management, exam centers, and technology costs.
