Parts of Bihar have plunged into mourning as the hooch death toll in Saran and Siwan districts has mounted to 70. The tragedy brings to the fore the fact that strict prohibition laws aren’t enough to put an end to this menace. Any law without proper regulation and implementation loses its teeth.
Article 47 of the Indian Constitution talks about raising the level of nutrition and the standard of living in the country. The objective is to improve public health and the State shall endeavour to bring about the prohibition of intoxicating drinks and drugs which are injurious to health.
