What was Pakistan Railways like in 1986?

In 1986, Pakistan Railways (PR) was facing a crisis characterized by heavy financial losses, a decline in freight and passenger traffic, and deteriorating infrastructure. Despite these challenges, it remained a vital, state-owned enterprise with an extensive network covering much of the country.
Operational and financial challenges
Widespread mismanagement: Accounts from the period and subsequent analyses cite a severe lack of financial discipline and coordination within the Railway Board and between various operational units. Decisions were reportedly made without reference to planned schemes or objectives.
Heavy losses: The railway incurred significant annual losses due to mismanagement and operational issues. The Public Accounts Committee noted in a report covering 1981–1985 that the administration was not taking adequate steps to improve the situation.
Decline in traffic: Passenger and freight volumes were on a downward trend. By 1986, freight volume had fallen to 11 million tonnes from a high in the mid-1970s. This decline was later exacerbated, with volumes dropping to just 1.6 million tonnes by 2011.
Deteriorating infrastructure: Inadequate funding for maintenance over several years resulted in the neglect of key assets like track, locomotives, and signaling systems. A feasibility study for an electronic ticketing system was awarded to a Canadian firm in 1986, but it was not implemented for another 21 years.
Electrification issues: The railway had a 285 km section of electrified track in 1986, but the infrastructure for this was poorly maintained and was later wrapped up due to high costs and neglect.
Infrastructure and network
Extensive network: Pakistan Railways owned 7,791 kilometers of track, with the main route connecting major cities like Karachi, Multan, Lahore, Rawalpindi, and Peshawar.
Gauge breakdown: The network consisted of broad-gauge and meter-gauge lines. By the 2000s, all narrow-gauge tracks would be converted to broad-gauge or dismantled.
Key facilities: Important assets of the railway, including the Moghalpura Railway Workshops in Lahore and the Carriage Factory in Islamabad, were operational during this time.
Rolling stock
Sized fleet: In the early 1980s, the locomotive fleet comprised over 950 engines and more than 2,370 passenger coaches. The number of coaches, however, had declined by 2014.
Age and condition: A significant portion of the fleet was old and in poor condition. A shortage of spare parts and maintenance funding meant many locomotives were non-operational.
Abaseen Express: In 1986, the Abaseen Express passenger service began operations. It ran until 1998.
Management and administration
Federal Ministry status: In 1982, a presidential order merged the Ministry of Railways with the Railway Board, creating a federal ministry.
General Manager: Engr. Ghias-ud-Din served as the General Manager of Pakistan Railways during 1986 and again in 1988
