This is the Third in our Evidence of Intent series, showing that the Framers and Ratifiers of the U.S. Constitution intended the Article V Convention to be a Constitutional Convention of the People, not of the State Legislatures.
This Video covers events of July 21, 1789 in the House of Representatives in the First Congress, when James Madison urged the House to take up his Motion to Prepare a Bill of Rights. On that date, the House established that the National Power to Propose Constitutional Amendments is not limited by State Recommendations. State Legislatures did not challenge that determination at the time.
