When a film is ready, it is not released immediately but first it is sent to the Censor Board. The Censor Board inspects that film closely. Listens and watches every scene, every dialogue and every song closely. The censor board sees what effect the performance of this film will have on the society and issues its certificate accordingly. In India, films are given four categories of certificates. Are issued. These are A, U, AU and S certificates which are issued only to adult films.Friends, the first film in India, Raja Harishchandra, was produced in 1913. After that, the Cinematograph Act came into existence in the year 1918 and this Act came into force in 1920. At that time there were Bombay, Calcutta, Madras, Lahore and Rangoon censor boards. All these were censor boards. The boards were autonomous and were under the Chief of Police. After independence, all these censor boards came under the Bombay Board of Film Censors. In the year 1949, an amendment was made in the Cinematograph Act and since then the category of films was decided.
U certificate was given to films having public screenings and A certificate was given to films showing nudity. Friends, at this time, a film by producer and director KB Lal came out called Hanste Aansoo. It was a romantic comedy film starring Motilal and Madhubala. Music was given by Ghulam Mohammad.When this film went to the Censor Board, the jury members of the board had an objection to its name. In fact, the jury members believed that how could there be tears of laughter i.e. "laughing tears". Apart from this, Madhubala's bold acting in the film was also appreciated. Maybe the censor board didn't like it.This was a time when women did not have freedom of education, they were limited to only household work and were expected to be their husband's yes man. They did not have the freedom to go out of the house and do jobs. But in the film, Madhubala had vocally opposed the oppression of women. And perhaps for these reasons, the jury members of the Censor Board declared this film as "only for adults" i.e. a film with adult certification.In October 1950, the film Hanste Aansoo was released with an A certificate. However, the film did not get as much success as was expected.After independence, in the year 1970, director BR Ishara's film 'Chetna' was released. In this film the director highlighted the life of prostitutes and the issue of their rehabilitation. Due to such issues in the film, there was a lot of controversy regarding it. Due to which the Censor Board gave A certificate to the film and thus 'Chetna' became the first film in the country to get A certificate after independence.
