The truth is much more complicated. People, especially aviation people, are creatures of habit, routine and checklist. Getting them to change something from that checklist, even if it's as simple as changing their supplier for a particular component, or piece of software, or service provider for a particular item, is VERY HARD. There is a lot of inertia to overcome.
