IMPORTANT: this video was recorded without passengers as part of an instruction for new drivers, and was under strict supervision of official company instructors. The action was performed under safe circumstances and coordinated beforehand together with traffic control. They assisted in 'simulating' a red signal as part of a demonstration to students.
On certain parts of the HTM network in The Hague, trams are operated in a signal-controlled environment. An example of this is the area between Brouwersgracht and Ternoot/Beatrixkwartier. Here a signalling system called ARI ('automatische rem-ingreep') was installed to ensure safety in the tunnel and on the elevated tracks. There are multiple beacons which detect the presence of a tram as well as its speed. When the beacon detects that a tram passes a red light, or exceeds the local speed limit, it will enforce an automatic emergency braking procedure. This is visible in the video.
