With the 2010 Constitution, Kenya reimagined its governance structure—creating 47 counties to replace the old provincial system. The shift to devolution became real after the 2013 general elections, when counties officially took shape.
While some counties simply adopted the former district headquarters as their base, others went all out—constructing brand-new buildings, some with separate, dedicated offices for governors.
