Speculation grew today that next Tuesday's budget will announce a surplus, the first in 15 years, due to a short-term surge in revenue from a booming resources sector. 7.30 has been told that as a result, senior ministers have allocated an extra $20 billion in spending over recent days to avoid the prospect of an even bigger surplus after the Treasurer's repeated calls for restraint over cost-of-living assistance for those doing it tough.
