Martha Chen, an international coordinator with the WIEGO Network, explains what it means when economists say, "informal IS normal."
Informal is normal means a majority of workers in one economy are informally employed and the situation isn't likely to change. In these settings informality is present, persistent, and growing. And in addition, most informal workers are not deliberately avoiding formal government regulations, but are people trying to earn an honest livelihood any way they can.
Chen says official national data from developing countries show that informal workers make up at least half the workforce, with some countries reaching 90-94 percent of the total workforce -- India is a clear example of this trend.
