Dr. Fenton needed evidence he was taking action on a plan and had a specific target. They can also be "gravely disabled" but the gunman seemed to be functioning well.
Dr. Fenton called the "BETA Team" after the gunman told her he was not continuing therapy. The BETA Team did a background check for criminal record, military/combat experience, concealed carry permits, etc.
