This tutorial demonstrates how to knit the lacy feather rib pattern, including an easier way (at least, I think so!) to do the p1 tbl part.
It's just a 2 row pattern repeat, and creates a lovely effect. I think this would look particularly nice in a lighterweight (or even mohair) yarn.
