Use threadfin or fresh fish for steaming. Clean the fish and place the fish on a steaming plate lined with a piece of baking paper. Heat up the steamer and steam the fish for 15 minutes. Use a chopstick to poke through the fish. If it can be poked through easily means it's cooked.
While waiting for the fish to be steamed, cook the dressing sauce. Heat up 1 cup of water. Add in 1 finely chopped lemongrass, 2 minced garlic, 1 chopped dried or fresh chilli, 5 to 6 teared kaffir lime leaves, 3 tbsp of fish sauce, juice from 1 large lime and 5 rock cane sugar. Bring it to a boil and simmer for 5 minutes. Off the heat.
When the fish is cooked, slide the fish from the baking paper onto the serving plate. Pour the dressing sauce over the fish. Sprinkle lots of chopped parsley.
