lead in: the somali president siad barre, the man once considered the soviet union's closest ally in africa, told the organisation of african unity summit on thursday (july 20) that the kremlin "covets the same colonial ambitions" as the old powers.

in khartoum, president barre also accused cuba of being used as a "proxy" of the soviet union in africa, allying itself with the forces of colonialism, oppression and hegemonism. and he suggested cuba should be excluded from the movement of non-aligned countries.

somalia broke with the soviet union last year after a massive airlift of soviet arms to ethiopia helped that country to repel an invasion of the disputed ogaden region by somali forces supporting ethnic somali insurgents.

commentary: barre: "according to our african tradition, we have never failed to be grateful for a good deed, nor have we forgotten what the soviet union has done for us and for africa, especially in the cause of the liberation struggle. we then welcomed the assistance of the soviet union as a disinterested gesture and a genuine generosity to help the evolving countries. we had not only accepted the aforesaid notions, but we have publicly declared our appreciation= to this effect. however, we have been disillusioned by the fact that the soviet union has amply demonstrated in its recent intervention in the horn of africa that it covets the same colonial ambitions as the old ones.

"all interferences in all of these forms are a manifestations... (natsof applause) ..inconsistent with the legitimate aspirations of all africans in the spirit of the oau charter, which upholds the inalienable right of all peoples to control their own destiny. it is incompatible with our commitment to freedom, equality and justice, as well as safeguarding and conserving our hard-won independence and freedom".
